Kuwait to Streamline Work Visa Process and Transfers

Kuwait intends to implement a new work visa and transfer system in June 2024, emphasizing more stringent restrictions, needs-based hiring, and improved efficiency and openness for foreign workers and employers.

 


The publication of Resolution No. 3 of 2024, which introduces substantial labour market changes, will precede the implementation of a new system by Kuwait's Public Authority for Manpower (PAM) for the issuance of work permits and transfers for private sector personnel, beginning in early June 2019.

 Employers who wish to hire foreign workers must apply for work permits under the amended system. These permits are provided by PAM following a comprehensive departmental requirements evaluation. Each permission will come with a new price of 150 Kuwaiti dinars, or roughly 490 USD.

The new system makes it easier for employees to move between firms. For a cost of 300 Kuwaiti dinars (USD 980), workers with work licenses can be transferred within three years.

The following organizations are exempt from the new regulations: government-owned businesses; healthcare and educational institutions; foreign investors; sports clubs; cooperative societies; labor unions; licensed agricultural plots; fishing operations; livestock operations; commercial and investment real estate; small industries; and associations for public benefits.

By enabling direct international recruiting, banning the residency trade, and giving companies access to the personnel they need without raising labour prices, Resolution No. 3 of 2024 seeks to address the labour shortages in the contracting and construction industries.

Targeting recruitment, doing away with internal transfers, and preventing residency trading are further goals. The approach also attempts to alleviate labour shortages in important industries, such as construction, where a scarcity of skilled labour has driven up salaries.
