Kuwait has introduced practical tests for technical
personnel seeking work permits, to create a more trained
workforce, increase efficiency, protect consumers, and fuel economic
growth.
This program is a cooperation between the Public Authority for Manpower (PAM) and the Public Authority for Applied Education and Training (PAAET) as part of the professional system project for smart recruitment.
Kuwait is working on a Memorandum of Understanding (MoU)
with PAAET to adopt practical and technical examinations for skilled workers,
making them a requirement for acquiring a work visa. The Memorandum of
Understanding will be signed next week and will focus on the contracting
sector. The goal is to increase efficiency, avoid subpar work, and protect
Kuwaiti families from potential fraud. The targeted strategy allows for the
testing procedure to be fine-tuned and ensures its effectiveness across
sectors. This effort is in line with Kuwait's national development strategy.
PAM intends to construct a skills categorization system that
categorizes employment levels based on skill and experience, to incentivize ongoing skill development and ensure optimal worker-job
matching for a vibrant labour market. The system will be transparent and will be
implemented through a skill classification method. The classification
criteria's specifics will be decided soon. This project goes beyond work
permits and attempts to make the labour market more efficient and transparent.
The implementation of practical examinations and a future
skills classification system in Kuwait is projected to improve proficiency,
efficiency, competitiveness, and chances for personal growth and professional
advancement. This would ensure a higher level of skill, improve project
execution, and eliminate delays in critical industries such as construction.
