Sweden has announced its intention to
tighten conditions on low-skilled labour immigration while promoting highly
skilled workers' immigration.
The Ministry of Migration suggests that many low-skilled positions could be filled by existing Swedish residents. Authorities have noted issues with abuse of the regulatory framework, particularly in low-skilled professions. The report suggests that wages should be at the median level for work permit qualification, but does not exclude the possibility of making exceptions for specific professions.
“At the same time, the
investigation also submits proposals to promote highly qualified labour
immigration, for example, by exempting new graduates from the wage requirement
for work permits,” the Swedish Ministry of Justice stated.
The track change mechanism, which permits
applications for work permits following a final judgment to deny asylum claims,
should be eliminated, according to the analysis. It also recommends that
certain professions be prohibited by law from acquiring work permits. Maria
Malmer Stenergard, the Swedish Minister of Migration, stressed the importance
of Sweden's appeal to highly trained workers.
To alleviate the lack of competent workers
in the Swedish labour market, research recommends legislative reforms for June
1, 2025. The nation needs workers for highly educated professions like
midwives, civil engineers, and teachers because the jobless rate has increased
to 8.0%. Careers such as mobile farm and forestry plant operators, bus and tram
drivers, plumbers, manufacturing machine operators, construction workers, auto
mechanics, and welders require skilled personnel. Johan Pehrson, the Swedish
Minister of Employment, has voiced concerns about a lack of workers in several
areas.
