Kuwait Updates Its Work Permit System

Kuwait is making changes in its work permit system to address the high cost of labour and shortages in the country. The changes include allowing companies to hire foreign workers directly from other countries across the globe/.

S
tarting June 1 2024, Kuwait's Public Authority for Manpower (PAM) will be effecting significant reforms to its work permit system to solve labour shortages and excessive expenses.

PAM's Board of Directors approved the new policy allowing business owners to directly recruit their estimated workforce needs from overseas, eliminating the previous requirement of filling a 75% quota through local recruitment. The new rules, which go into effect on June 1, 2024, should make hiring easier and save money on labour scarcity expenses.

Additional fees for relocating migrant workers and issuing work licenses are introduced by new regulations. The initial work permit cost is KD 150, and for migrant workers who haven't been in the nation for longer than three years, the transfer charge is KD 300. Reducing visa-trading procedures and streamlining business operations are the goals.

PAM is stepping up its efforts to make sure that labour laws are being followed. Regular inspections are conducted to confirm that businesses are following the rules. Workers are being assigned activities that correspond with their permits. Businesses are advised not to hire employees registered under another company as noncompliance can result in fines and imprisonment.

PAM helps Kuwaiti nationals find work in the private sector by collaborating with other government agencies. A recent initiative linked 137 job hopefuls to Ministry of Health government contracts, with successful candidates landing supervisory roles in cleaning, transportation, and waste management services.

The updated system intends to help companies and Kuwaiti nationals by streamlining hiring and addressing labour shortages, boosting the business climate, emphasising compliance and worker rights, and providing job possibilities for Kuwaiti nationals.
