Canada Caps Temporary Residents for the First Time Ever

Canada has introduced a cap on temporary residents, including international students, foreign workers, and asylum seekers, to address affordability and housing problems.


According to Immigration Minister Marc Miller, Canada will limit the number of temporary residents entering the country. This is a major shift from the country's open-door immigration policy of the past and is a result of socioeconomic concerns.

Minister Miller has unveiled a plan to reduce the number of temporary residents—including foreign workers, international students, and asylum seekers over three years to solve problems with housing scarcity and cost.

September 2024 will witness the implementation of the first cap on temporary residents, which will target reductions for foreign workers, international students, and asylum seekers. Until August 31st, vital industries like healthcare and construction will be excluded. By giving companies that use temporary foreign labourers less time to demonstrate that open positions cannot be filled by Canadians or permanent residents, the cap seeks to increase efficiency.

By May 1st, Canadian companies must rely less on temporary foreign workers; workforce shortages in the construction and healthcare industries will allow for exceptions, but they will only last until August 31st.

The goal of Canada is to decrease the number of temporary residents from 6.2% to 5% while highlighting sustainable growth. According to current figures, the number of temporary residents in Canada increased significantly from around one million in 2021 to 2.5 million in 2024.

Although he emphasized the necessity for improving system efficiency, Minister Miller highlighted the role temporary foreign workers play in alleviating labor shortages. Though he urged for an open discussion on the ramifications of increased international migration, he acknowledged Canada's international responsibility to provide for those escaping violence and political persecution.

Canada has changed its policies to solve the housing affordability problem, which is a major shift from the country's previous dependence on immigration to fill employment openings and sustain an ageing population. As a result of an increase in asylum requests, Canada has imposed visa requirements for citizens of Mexico, lowering the number of study permits by 35% in light of the 2024 ceiling on admissions for foreign students.
