Malta's Labor Shortages and Opportunities for Foreign Workers

Malta faces labour shortages in 20 occupations, creating opportunities for highly skilled foreign workers to fill these vacancies. The Specialist Employee Initiative (SEI) has been launched to attract foreign workers with the necessary qualifications. The In-demand sectors are Manufacturing, Construction, Healthcare, Food Service, and Hospitality.

The Republic of Malta Needs Foreign Workers because of their small population size (542,051 as of 2022), labour shortages in various sectors, and the need for highly skilled workers to fill job vacancies.


Foreign Workers have a higher chance of securing employment with relevant qualifications, the opportunity to live and work in Malta, and contributing to Malta's economic growth and development. Interested persons should check the eligibility criteria for the Specialist Employee Initiative (SEI), explore job vacancies in the in-demand sectors, and apply for a work permit and visa (if required).


According to the latest EURES report, the following roles are in high demand in Malta: messengers, package deliverers, luggage porters, car and van drivers, Cleaners and helpers in offices, hotels and bar attendants, chefs, healthcare assistants, child care workers, accounting and bookkeeping clerks, security guards, general office clerks and so on.

To address these labour shortages, Malta has launched the Specialist Employee Initiative (SEI), which provides an alternative for highly skilled nationals from developing countries to work in Malta. To be eligible, foreign nationals from non-EU countries must sign a contract with a Maltese-registered company before applying.

Individuals from non-EU countries require a visa to work in Malta through various work permits, including Single Permit, Key Employment Initiative, and EU Blue Card.

Malta aims to address its labour shortages and support economic growth and development by attracting highly skilled foreign workers.
