Sweden Simplifies Rules for Obtaining an EU Blue Card

The Swedish government has announced its intentions to modify its EU Blue Card policy, making it simpler for highly trained foreigners to obtain the document. The EU Blue Card is a work- and residence permit for non-EU/EEA nationals.


To attract and keep highly qualified personnel, the Swedish government is implementing new steps that simplify the application process. By November 18, 2023, when the modifications are set to take effect, highly skilled foreigners who have been covered by an employment contract for six months may now apply for authorization.

"It is proposed that an EU blue card be granted to a foreigner who has an employment contract for highly qualified employees with an employment period of at least six months," the government said.

The Swedish government intends to provide more flexibility when changing highly talented foreign nationals from another kind of work authorization to an EU Blue Card and to permit them to switch jobs without having to apply for a new EU Blue Card.

"It is proposed that a foreigner who wants to change to another type of work or to another employee should no longer have to apply for a new EU blue card." Instead, an obligation to notify the Migration Agency of a change of employer or changes that affect the conditions of the permit is proposed," the government stated.

According to new regulations that are anticipated to take effect in November, highly talented foreign citizens who have been given an EU Blue Card by another EU member state will be permitted to enter Sweden for a maximum of 90 days during a 180-day period. Applicants require a valid passport, copies of significant passport pages, two pictures, a job contract with an employer in the EU, proof of salary, proof of higher education, and proof of work experience. They also need to present two copies of the application form that have been signed by them both. Candidates must additionally send an updated CV, a statement from their employer attesting that they meet all requirements, proof of application fee payment, and proof of health insurance.
