Canada Study Permit Reforms 2024: What You Need to Know


Immigration, Refugees and Citizenship Canada (IRCC) has announced important changes to its international student program, which will take effect in 2024. These changes are aimed at managing the increasing number of international students while ensuring the integrity of Canada's education system.

One of the key changes is the introduction of attestation letters. Starting from January 22, 2024, international students must provide an attestation letter from the province or territory where they plan to study, in addition to the standard Letter of Acceptance from their Designated Learning Institution. Provinces have until March 31, 2024, to establish their attestation processes. This measure is intended to verify the legitimacy of applications and address concerns about fraudulent activities in the system.

In 2024, a two-year cap of approximately 360,000 new study permits will be imposed, reflecting a 35% decrease from 2023. The caps for individual provinces and territories will be determined based on their populations. However, certain groups, such as those applying for study permit renewals, current permit holders, and students pursuing master's, doctorates, or elementary/secondary education, are exempt from this cap.

Changes to the Post-Graduate Work Permit (PGWP) program will come into effect on September 1, 2024. Graduates of programs delivered through curriculum licensing arrangements will be ineligible for PGWP. On the other hand, graduates of master's and short graduate-level programs will be eligible for a 3-year work permit, providing them with increased opportunities for work experience and potential transitions to permanent residence.
